Cook County received over $1 billion through the American Rescue Plan Act (ARPA). The County’s robust planning process developed a responsible, comprehensive spending plan to use ARPA one-time resources to support immediate recovery from the effects of COVID-19 and long-term transformative initiatives and to promote equitable recovery for populations that were historically disinvested or disproportionally impacted by COVID- 19.
Cook County Board President Toni Preckwinkle announced the Emergency Planning Assistance Program (EPAP) to work with all municipalities that experienced losses from the COVID-19 pandemic to build emergency and continuity planning capabilities to strengthen the County’s preparedness and resiliency from the local to the county level.
This free program offers a unique opportunity for municipalities to complete four emergency plans: Emergency Operations Plan (EOP), Continuity of Operation Plan (COOP), Continuity of Government Plan (COG) and Recovery Plan. EPAP provides training workshops and technical assistance to support the decision-making process before, during and after disasters of all types.
